Welcome to 2024! It is my pleasure to serve as President of NAIFA-Wisconsin this year. As you renew your members this year, and recruit your colleagues as new members, remember that advocacy is a central part of what we do. Without a strong industry advocate, legislators and regulators can implement policies that harm our business. No other topic highlights this better than NAIFA's opposition to the Department of Labor's rehashed Fiduciary Rule. This reintroduced proposal will eliminate consumer choice and put at risk the ability of middle-class Americans to access financial advice. NAIFA will continue to lead the fight against this proposal.

NAIFA-Wisconsin members came together on October 19th in Green Bay for a networking lunch, NAIFA Live Watch Party, and a LILI 7 book study! Although it was rainy and cold outside, there was warmth, laughter, and plenty of discussion inside. The NAIFA Live session was interesting and discussed the different types of life insurance companies and their roles in our industry. Following NAIFA Live we dug into our book, "The Carpenter" by Jon Gordon. The book is a quick read, and if you haven't already picked it up, I would encourage you to do so, you won't be disappointed. The author talks about how your life should be centered around loving, caring, and serving. If you put these into practice in your everyday life, everything else will take care of itself. After insightful discussion and conversation, we ended our day with happy hour. It was so good to be together in person.

New Wisconsin Law Boosts Protections for Annuity Consumers

Legislation signed into law by Wisconsin Governor Tony Evers greatly enhances protections for consumers seeking lifetime income from annuities. The law was proposed by Senator Rob Stafsholt (R-New Richmond) and Representative Kevin Petersen (R-Waupaca). Wisconsin is the 23rd state that as part of a nationwide, bipartisan effort has adopted measures implementing the "best interest of consumer enhancements" in the National Association of Insurance Commissioners (NAIC) Suitability in Annuity Transactions Model Regulation. The new laws and regulations also align with the SEC’s Regulation Best Interest.

The early Boomers began pulling out of the workforce in 2010, and the later ones will continue to begin their retirements for the next 10 to 15 years. Legislative Update

Below are a few updates on the bills we are actively working on:

The OCI technical bill had a hearing yesterday in the Senate.  Sen. Felzkowski and Rep. Petersen are the authors.  OCI and Life Insurers testified, but there were no questions from committee members.  Introduction had been delayed from an earlier draft to work out a fix needed to the new cybersecurity law which provided an overly broad, unintended exemption.  I registered NAIFA in support of the bill.    

A new draft of the best interest standard for annuities bill was released yesterday and appears OK to the NAIFA and other national groups that were reviewing it for consistency with the model.  Hopefully it will now get introduced quickly.    The draft is attached.  Sen. Stafsholt and Rep. Petersen are the authors. 

Sen. Kooyenga has return from his deployment.  It is expected that he will allow the elder abuse bill to move forward, despite Sen. Stafsholt’s opposition in his committee.  The bill has already passed the Assembly.

New data security standards for the insurance industry passed the Wisconsin State Senate on June 9, 2021 on a voice vote.

NAIFA strongly supported this bipartisan bill, based on a national model, to provide regulatory uniformity and to protect consumer information.

Senate Bill 160 includes exemptions for small businesses that were supported by NAIFA-WI. The Senate also added an amendment that our Wisconsin members suggested, providing an exemption for securities brokers that are already subject to cybersecurity regulations by FINRA.

Hello NAIFA-Wisconsin,

I want to check in with everyone and highlight what has been happening around NAIFA Wisconsin. 2021 has been off to a busy start. It’s hard to believe we’ve already reached mid-year. I hope the first half of 2021 has been filled with growth, activity, fulfillment, and well-being for everyone. As a chapter, the first half of the year has undoubtedly been active. We’ve been to more than 20 legislative events, hosted many successful CE days, had our annual Day on the Hill event, and worked hard at delivering a meaningful and engaging experience to our members. I hope you have had an opportunity to participate in some of these and had thought-provoking takeaways to help within your practice.
